Emerging Management Development Programme

A major objective of the National School of Government (NSG) is to develop a public sector that is professional, responsive and capable.

Tshwane University of Technology (TUT) is one of NSG collaborations with higher education institutions in South Africa. Through our partnership with TUT, NSG offers Emerging and Advanced Development Management Programs.

Short Learning Programmes (SLPs) were approved by Senate as credit-bearing courses. There are two articulation routes: a National Diploma and a Bachelor of Technology in Public Management.

TUT Requirements for Teaching for 2024

Environmental Management Inspectors

There are several organizations involved in this initiative: the Department of Environmental Affairs (DEA), the Gauteng Department of Agriculture and Rural Development, the Health Professions Council of South Africa (HPCSA), the South African Institute of Environmental Health (SAIEH), the Department of Health (DoH) and Tshwane University.

Under a memorandum of understanding, the Department of Environmental Health (TUT) will offer a short training programme to enable practising Environmental Health Practitioners (EHPs) to become Environmental Management Inspectors (EMIs).

EMIs are responsible for monitoring and enforcing compliance with a law designated by the National Environmental Management Act (NEMA). NEMAs and specific environmental management acts (SEMAs) require compliance and enforcement activities to be performed,

According to the Constitution, this is an executive function that is delegated to national, provincial, and local government bodies. TUT’s Centre for Environmental Health will offer a short learning program (SLP).

Purpose of the Short Learning Programme

Its purpose is to prepare practising EHPs working at Local Authorities for their appointment as EMIs. In this way, they will be able to enforce environmental laws within their jurisdictions.

This programme aims to equip participants with the knowledge and skills they need to:

  • EMIs are appointed by their respective provincial MECs
  • Ensure that environmental violations are investigated and prosecuted successfully. A good understanding of the legal procedures to be followed in such prosecutions will be included.
  • The National Environment Regulation: Waste Act and the National Environment Regulation: Air Quality Act should be understood.

TUT Short Course Entrance Requirements

According to the memorandum of understanding signed by the above parties, the following entry requirements must be met:

  • The HPCSA registers environmental health practitioners as independent practitioners
  • Working as an environmental health practitioner for a municipality
  • Having successfully completed a course for peace officers

This conference is aimed at delegates from Gauteng, Mpumalanga, Limpopo, and North West provinces. We will allow a maximum of four delegates per municipality per contact time in order to ensure equal opportunity for all delegates.

Five days X eight hours will be the contact time of the program. The course will not be credit-bearing.

You can obtain an application form and banking information from the Department of Environmental Health.

TUT Short Course Material

It will be necessary for participants to compile a pre-course assignment to demonstrate some pre-knowledge before the start of the program, which will be available to them in electronic format.

Students are required to submit this assignment on the first day of class.

TUT Short Course Assessment

This program is very intensive and requires active participation for the full duration (08:00 – 17:00). You will have to put in extra time during evenings in-between the days of the programme in order to submit your portfolio at the end of the programme (day 5).

You will have to hand in your portfolio of evidence on day 5 of the course, including all 4 assessments:

  • Pre-course assignment (10%)
  • Assessment during the course – 2 group work activities and written test (90%)
  • As the portfolio of evidence would have been assessed by the end of the course, it will only be kept for recordkeeping
  • The programme is registered with the HPCSA for CPD points 40 CEUs.​

TUT Short Course Cost 2024

Registration costs will be kept as low as possible so that municipal delegates can participate in the conference. Depending on the availability of resources, the program will be repeated twice a year with 40 students per course.
